I closed my PPF account twice and never paid a single paisa. The second one I closed when I was in US and got the forms here through my old employer and Signed and send those form back to that employer , they filed it, Don'y know if they attached "NOC" but I got all of my money (close to INR80K) in 2 or 3 weeks at my home address in India.
I guess no one needs to pay money for to PPF in any state all you need tyo do is follow the proper instructions, It's as good as in any bank.

Requirements to change employer when GC is pending:
It is best to not to change to an employer offering you anything less than the wage rate specified in the GC labor certification. On the higher side, it is better not to take up a job that offers more than 4% more salary of that specified in the GC labor certification. It is hard to resist 20-30K higher salary, but one would have to resist the temptation for taking the job offering higher salary. Otherwise, there is a risk of USCIS denying the GC application.
USCIS doesnt account for dollar appreciation or devaluation. USCIS also doesnt account for annual inflation when calculating the wage rate. So even if your labor certification was applied in 2003, you still have to continue at the job with the salary specified in the GC labor certification. If GC application takes another 5-7 years, then you have to continue with the salary specified in GC labor certification application.
Hope this is useful.
One quick question about salary limitation. Where is this mentioned. I went through the following link posted on this thread earlier ( see below). It says clearly no restrictions on wage. Please suggest, why is this a issue.
Please understand, i am trying to learn from others experience and definaltely not contradicting any one here.

Q) If I change jobs, does the new employer have to pay the wage stated on the labor certification? TOP
No. As explained by the INS in the June 2001 Interim Guidance Memo, the new job does not have to be at the same wage level, nor is there any requirement that the new position pay a rate equal to the "prevailing" wage. The only restrictions are that the pay must be sufficient to demonstrate that the person will be self-supporting and not become a "public charge."

Guys - why is the Hike in immigration fees conciding with strong opposition to funding of the Iraq War.....These funds may well go to Iraq....as Bush is not able to garner support for additional funding from congress.
--------
No, most of those funds will go to sister agencies like ICE to catch illegal immigrants, they will not go towards expediting processing, improving efficiency of USCIS.
01/31/2007 08:00 a.m: USCIS Proposed New Filing Fee Schedules to be Published Tomorrow
* The controversial proposed new filing fee schedules will be published in the federal register tomorrow with 30-day comment period. It is anticipated that the agency may be flooded with the comments from the immigration stakeholders and public during the period. One of the issues that may be raised is the basis of calculation of fees, to wit, whether it is required to cover the increased cost for the processing of the immigration benefits applications as caused by the inflation or, as reported in the CRS, most of the fee funds will be generated to fund the other divisions of the DHS such as ICE and CBP. For the CRS report, readers may want to reread our posting on December 22, 2006 in our Archive XIV. If it is the latter, there is a room for substantial dabate in the Congress, the DHS oversight authority, and potential lawsuits. Please stay tuned.

Ken,
The reason that the USPS is not showing your documents delivered could be many. One of the biggest reasons that I have experienced is "unable to scan the bar code". This is more probable if you had printed the mailing label and affixed it on the envelope with a tape. Sometimes the tape can overlap the bar code making the bar code difficult to be scanned. I frequently use USPS priority mail and in about 10% of the cases this happens. But I never had a lost priority mail piece.
Additionally the fact that you had a soft LUD on 9/28, I would think that LUD was for the reason that USCIS received the documents. I had applied AP online on the same date as you did, sent docs via priority mail the next day. USPS showed that the documents delivered on 9/25 and had soft LUDs on 9/25 and 9/28.
Hope this helps!

This is your only chance. There is no more rally later.
If you want to wait 10+ years for your green card, stay at home and hide. (Retrogression will just get worse, I guarantee). If you want to change your future and get a GC one day please show up at the rally. We are there to show that we even exist, no need to do anything else. We need everyone.
No one cares about people who doesn't exist.
I understand that you will be in DC!
Way to go. Thanks!

The guy should keep his mouth shut. If the USCIS finds out about two wives, more likely he will be deported under 8 USC 1182(a)(10).
As for getting a visa for a girlfriend (unmarried couples), that's out of the question as well. You have to provide a marriage certificate.

two mother in laws???
He might have 4. (extending logic that his father in laws also had two wives) :)
Not necessarily 4 mother in laws; the wives could be sisters.
So the number of parents-in-laws, x, is bounded above and below according to Indian law as follows:
2<=x<=20.

Sanju,
There are two issues that I have posted on this thread.
1. Interpretation/understanding a post.
2. RED DOT issue ( this is not my priority) . If you read the post keenly.
You, .. your self have made a mistake in Interpretating / understanding the post and reacted overly on the second issue by cornering the actual post.
Do you call this as a Interpretation issue?. Did you get what am I saying. First , read and understand what others meant to be. Don't JUMP on it.
If IV cannot fix this RED DOT issue, how could some one believe in IV would fight for FIXING broken immigration system?.
Perspective is not always matters, there are times .... some thing else matter too. Which is called "Self Respect"
When few people are spending time and knowledge on sharing their thoughts/ideas, how good it would to use F***words against them?.
There are many BAD words ... that some members have used against of my friends. Who no more wanted to participate in IV?.
Did you get what am I saying?
Dude, even I agree that this dot system is misused like lot of facilities we misuse. But pls don't highlight something really trivial in red...I nearly went blind, what has IV's dot system got to do with fixing the immigration system? Take it easy, bro. Btw, if some one has given you reds for no reason at all, let me know. I'll fix it the best I can by giving you a green. no issues there but highlighting in red looks scary, particularly with your font size.

My wife had to go to Canada to get her H1B revalidated before she travelled to India. At that time, we could get an appointment in Chennai consulate only after two months, but she had to travel sooner than that. We had to spend around $1500 for airfare/lodging and other expenses to just to get the stamping.
Also, the lost wages for 3 days.
If this process is really beneficial to USA in terms of security etc, we certainly have to do this, but I dont see why the same procedure can be done inside USA instead of travelling to a foreign country.

It is true that by law employer is supposed to pay all the labor related costs. Not only that you are not supposed to be engaged in any way shape or form in this whole process.
Thanks for the info. But is it really true that by law employer is required to pay for labor ? I think it used to be that only h1b expenses are required to be paid by employer.
Also, most companies ask for agreements to repay them if we dont stay with them for few years for filing greencard . Is these agreements legal if they ask to repay labor fees ?
